On this basis, human resource management risks are classified to five categories: moral value, planning of recruitment, training development, per formance and pay, and flow and eventual risks. At the same time, it puts forward four kinds of risk control strategies. As Chinas construction enterprises explore the international market in the background of facing agreater risk of human resource management, it provides relative theories and implementation strategies in drafting and carrying out risk control programs.
