森林资源价值评估理论方法和实证研究综述 (2009-10-11 19:43:05)摘要：森林资源价值评估是森林资源价值核算中包含的一项重要内容。目前，学术界对森林资源价值评估的理论基础、主要评估方法以及森林资源价值的具体评估与区域实践的研究已经形成了一定的共识。在阐述其共识的基础上指出森林资源价值评估研究中尚存在的一些不足和缺憾，如：尚未形成一个统一的评估体系，评估内容存在重复或遗漏，评估结果的可比性较差，以及不同分项价值是否简单求和做法值得商榷等,以期为森林资源价值评估的深入研究提供借鉴意义。 　　关键词：森林资源价值；森林资源价值评估；评估方法 　　 A Review of Academic Methods and Empirical Study on uation of Forest Resources XING Mei-hua HUANG Guang-ti ZHANG Jun-biao 　　(1.College of Economics and Trade，Huazhong Agricultnral University,Wuhan 430070；2.Forestry Prospection Design Institute of Hubei Province,Wuhan 430079,China) 　　Abstract：uation of forest resources is an important content included in accounting for value on forest resources.At present,academic circles have already formed some general opinions of theoretical foundation,the main uation methods and the specific uation methods aiming at each kind of value and their regional applications concerning uation of forest resources.Based on discussion on some general opinions, this paper also finds out some deficiencies.For example, a unified uation system has not yet formed,some contents may be duplicated or omitted in the uation of forest resources,comparability of uation results is inferior comparatively,and the method that different values sum up a total value through simple addition needs to be discussed.It is attempted that the contents can provide advisory importance for the further study on uation of forest resources. 　　Key words：forest resource value；uation of forest resource；uation method 　　 　　森林资源是陆地森林生态系统内一切被人类所认识可利用的资源总称，是一种最为重要的自然资源。但局限于人们的过去认识，掠夺开发和不当利用导致其数量日趋枯竭，质量日益衰减，引发了人们在新的背景下对森林环境问题的逐步重视。森林资源价值评估是在森林资源日益短缺的情况下必须进行的一项管理性工作。目前，学术界已经进行了这一方面的研究并取得了一定的成果，但由于森林资源的特殊性，引发了森林资源价值评估的复杂性和差异性，使得森林资源价值的评估在理论研究上至今仍没有形成统一的核算体系，在实践中也未能得到很好地指导与应用，对森林资源管理工作质量造成一定影响。 　　一、森林资源价值评估国内外研究进展 　　(一)国外研究 　　国外对森林资源价值评估的研究起步较早。从18世纪或者更早，人们就开始关注森林资源，并对林木资源的价值计量进行了研究，得出了许多有益的结论。随着资源与环境问题的出现以及日益尖锐化，森林资源的环境价值受到了日趋广泛的关注，其计量问题也成为人们思考的重点问题。从上世纪60年代开始，一批环境经济学家就利用非市场物品的价值概念及其计量方法的研究成果，初步发展了一套森林价值计量框
