甘肃省农业循环经济发展评价及区域差异分析 田万慧( （兰州商学院 农林经济管理学院，甘肃 兰州 730020） 摘要：依据循环经济发展的“4R”原则和可持续发展理论，构建了甘肃省农业循环经济评价指标体系，并采用因子分析法和加权函数法对甘肃省及其14个地州市的农业循环经济发展水平进行了综合评价与分析，结果显示：1998-2009年甘肃省农业循环经济呈现出持续增长的态势，其中，经济与社会发展因素的推动作用最大，资源循环利用因素的推动作用较大，资源减量投入的推动作用极小，资源环境安全指标明显制约着甘肃省农业循环经济的发展。区域差异分析结果显示：河西五市农业循环经济发展水平较高，均高于平均水平；陇东陇中黄土高原区除兰州市以外，其它各市均低于平均水平；甘南、临夏高寒区农业循环经济发展良好，均接近或高于平均水平；陇南山地区整体发展水平较低，均低于平均水平。并根据分析结论，提出了甘肃省及其各区域的农业循环经济发展建议。 关键词：农业循环经济；综合评价；区域差异；甘肃省 Evaluation and Analysis of Regional Differences on Development of Agricultural Recycling Economy in Gansu Province TIAN Wan-hui （School of Agriculture Forestry Economic and Management; Lanzhou University of Finance and Economics ; Lanzhou 730020; China） Abstract: According to the 4R principle about the development of circular economy and the theory of sustainable development, the article built the evaluation index system of agricultural recycling economy of Gansu Province, and evaluated comprehensively and analyzed the level of development about agricultural recycling economy of Gansu Province and its fourteen prefectures using factor analysis and weighting function method. The results show: from 1998 to 2009, the level of development of agricultural recycling economy is showing a sustained growth, in which economic and social development factor plays the largest role in promoting, resource recycling factor plays a larger role in promoting, the input of resource reduction plays a minimal role in promoting, and resources and environment safety indicator significantly restricts the development of agricultural recycling economy in Gansu Province. Analysis of regional differences show: levels of development of agricultural recycling economy of Hexi’s five Cities are higher than average, levels of development of the Loess Plateau in eastern and central of Gansu Province except Lanzhou City, other cities are below average, in The Cold Region of Gannan and Linxia, the development of agricultural recycling economy is good, which are close to or
