XXXX大学本科毕业论文 建设项目工程变更价款的控制与管理研究Establishment and management engineering change in construction project cost control 摘 要 工程变更对建设项目的实施有着巨大的影响，消极的工程变更不仅导致建设项目工期延误，投资失控以及劳动生产率的负面的影响，而且由于工程变更演变而来的工程索赔，合同争端及诉讼则会加剧业主与承包商之间的矛盾。由于上述种种原因，国内外的建筑业都一直致力于根据促使工程变更产生的原因及其对建设项目的影响研究建设项目工程变更的价款确定和控制方法。但大多数存在不能准确地认识工程变更，工程变更管理结构和人员权责不清晰,只重视事后解决和补救措施而忽视事前控制；工程管理过程不够成熟；变更发生后对变更管理过程缺乏总结分析等问题。 本论文通过文献阅读，案例收集、统计对比分析等方法，总结了工程变更价款的事前、事中、事后的控制与管理方法和途径：在工程变更前期，建设方切实提高建设项目决策的科学性以及确保工程量清单和招标文件的准确性和质量，设计方保证设计方案的准确和完善；其次在工程变更发生时，加强实施阶段变更签证管理工作，加强施工阶段的工程变更的控制与管理；最后，在工程变更发生后，并得到处理之后，完善建设项目工程变更管理的过程，制定良好的工程变更奖惩制度。 关键字：工程变更；管理控制；事前控制 Abstract Engineering changes to the implementation of construction projects have a huge impact, not only leads to negative construction project engineering change schedule delays, and the negative impact of runaway investment in labor productivity, and because of engineering changes evolved engineering claims, contract disputes and litigation will exacerbate conflict between owners and contractors.
