重庆大学本科学生毕业设计（论文） 城市人口问题与管理机制创新 学 生：郑海升 学 号指导教师：赵有声 专 业：行政管理 重庆大学公共管理学院 二O一二年六月 Graduation Design (Thesis) of Chongqing University City population problem and management mechanism innovation Undergraduate:Zheng haisheng Supervisor: Prof. Zhao yousheng Major: Administration College of Public Administration Chongqing University June 2012 摘 要 随着城市化的发展，城市流动人口规模逐年扩大、影响也日益显著，引起了社会各界的广泛关注和研究。 城市流动人口一方面给城市的经济和社会发展做出了贡献，另一方面也产生了一些社会问题。城市流动人口的组成结构十分复杂，但总体的素质有待提高一般从事基础行业，住房、医疗、子女教育得不到保障，生活水平低。 目前的管理遇到许多难题，政府的管理机制取得了一定的成果，但是还存在一定的不足观念陈旧偏向治理一律主导。从流动人口需求入手，提出一些创新的管理方法，有利于解决城市人口问题。 关键词：流动人口，社会问题，管理机制，创新方法 ABSTRACT With the development of urbanization,the scale of city floating population has expanded each year, the influence of social is more and more obvious which caused wide attention and research. City floating population makes contribution to the citys economic and development of social,on the other hand, it causes some social problems.The structure of city floating population is very complicated,can be divided into different by region, age and cultural level,but the qualities need to be improved.The floating population do simple work in city,they are living in a low standard without the guarantee of fundamental industry, housing, medical care, education for their children. The management of city floating population has many problems, the government management mechanism has made certain achievements, but also has certain insufficiency:distinguish between floating population and the resident population and use different policy,public security issues to management rather than prevention,do not give right to informal groups. Based on the need of floating population, put forward some innovative management methods is very necessary to solve the problem of city population. To be able to use the method of management innovation is to implement the identity management,provide fair national treatment
