Finally, it is fundamental to regular maket economy system for the transformation of economic development. Key words: The Modes of Economic Development; Sanming City; energy saving and emission reduction 2010年10月召开的十七届五中全会提出：转变经济发展方式将成为我国“十二五”时期经济社会发展的主线。对三明市而言，“贯彻科学发展主题，转变经济发展方式”这一任务显得更加重大和紧迫，“十一五”时期三明市的经济发展表现出过分依赖投资的粗放增长特征，GDP的能耗、电耗大大高于同期福建省的平均水平，各种废弃物的排放破坏了城市本有的宜居生态环境。另外，地区发展过程中也存在产业布局较为混乱，产业竞争力不强，新经济增长点难以培育等问题。要破解这些发展难题，打开三明市发展的新局面，唯有大力推进经济发展方式的转变，明确“转”的方向，消除“转”的障碍，抓住“转”的重点。 一、有关转变经济发展方式的若干关系辨析 （一）转变经济发展方式与做大经济总量 转变经济发展方式与做大经济总量其实就是经济发展的质量与数量的关系，没有一定的经济总量规模，谈经济发展质量没有意义，反之，没有经济发展质量的提高，将会制约经济总量的进一步扩大，两者是矛盾统一体，要根据事物矛盾发展变化选择应对方略[1](P9)。党中央在十七大作出“转变经济发展方式”的战略决策，是符合我国现阶段经济发展的整体形势的，但为数不少地方经济主管部门习惯以“GDP”为纲的理念，以经济发展总量规模过小为由，消极应对转变经济发展方式。因此，准确判断经济发展形势的变化，辨清经
