社会资本论文：社会资本理论在资阳市招商引资中的应用与前瞻 【中文摘要】改革开放以来,招商引资在全国如火如茶进行,地方政府在招商引资中扮演了很重要的角色,在招商引资的快速发展中起着不可替代的作用,但是也暴露出很多问题。在招商引资中实践社会资本理论是解决问题的有效途径。资阳市在招商引资工作中创造性地应用社会资本理论,在招商引资、经济发展和社会进步中都取得了较好成效,同时避免了社会矛盾。把招商引资同社会进步、经济发展、政治文明协调起来,主动把招商引资工作纳入社会发展的大系统中,积聚社会资本极富政治智慧的社会管理方略。本文以作者自身所在的资阳市的招商引资工作为例,在对相关文献充分研究的基础之上,结合资阳市的区位优势、资源优势和产业现状等基本情况,分析了资阳市地方政府在招商引资中取得的成绩,与国内外发达地区比较得出地方政府在招商引资中存在的问题。本文结合公共政策学和管理学分析了地方政府存在问题的原因所在,提出政府在招商引资中应该整合管理职能、组建综合的考评机构、在政府和市场之间应引入社会中介组织、地方之间实现信息共享、构建投资商信息共享的平台、充分利用各种招商方式以及要完善和改进一些基础性工作。 【英文摘要】Since the reform and opening up, the investment grew vigorously all over the country, the local government played a very important role in investment attraction, and an irreplaceable role in the rapid development of investment attraction, but also exposed many problems. The social capital theory is an effective way in practice of investment attraction.Ziyang government applied the social capital theory in the work of investment attraction creatively, which achieved a good result in investment, economic development and social progress, and in the meantime, avoided the social conflicts.Moreover, coordinated the investment attraction with social progress, economic development and political civilization, put the work of investment attraction into the macrosystem of social progress, it was a social management strategy which accumulated the social capital and rich of political wisdom.Based on the author抯 own in the city Ziyang attracting investments work as an example, on the basis of related literature study fully Ziyang above, combined with the advantages of location and resources advantages and industry situation and other basic situation, analysed the Ziyang local government in attracting investments in the achievements, compared with domestic and foreign developed regions that local governments in canvass business problems.
