The medical security is the most important part of the social security, while the general medical insurance is the base of our national medical insurance system. Improving the basic insurance system can not only preserve social stability and promote social development, but also to some extent ease the problem of “too hard and too expensive to see a doctor”, thus realizing the fairness of the whole society. However, the present medical insurance system still has many problems remaining to be solved. The causes such as the difference between town and country and the division of the systems lead to its low efficiency and unfairness. All this calls for integrating the basic medical insurance policy, setting up and improving a brand-new policy with the consistency of town and country aiming at III “more coverage and more layers”, which is the requirement of social fairness and high efficiency.
