PPP not only broads the financing channels to public sector, but provides private sector one opportunity to get stable returns as well. As PPP stresses the cooperation between the public sector and the private sector, it will be most adapted to the Utility construction, which is commonweal to the public. Because of the special character of the Utility, Utility construction in all countries has been faced at a lot of problems for a long time, such as fund shortage, poor management, imbalance between supervising and operating. So does China. To find the solution, China tries to develop the Utility by BOT mode. Although it has great effect, the private sectors have no interest in those Utilities that are more commonweals and money demanded. This thesis will discuss the feasibility of PPP financing mode in China. The public sector uses this mode to attract the money, technologies, 4and management skills from the private sector to construct the Utility. There are two innovations in the thesis. One is the systematic research of PPP in this thesis will contribute the utility projects because it is wholly new concept in our country and there is few domestic research.
