I 青海国税系统干部人事档案现代化管理研究 摘 要 传统的干部人事档案是国家行政机构在人事管理活动中形成的，以个人为单位 集中保存起来的历史记录，是记述和反映干部经历和德才表现等情况的人事材料。 计划经济时代的干部人事档案管理制度，曾经为当时人事调动、聘用、晋升等工作 提供了很多便利和帮助。由于客观社会背景限制，青海国税干部人事档案管理长时 间沿用传统的管理方法，严重制约了干部人事档案的现代化管理。 信息化是时代发展的必然要求，国税信息化是国税工作的必由之路。“金税工 程”的建成使用，在很多地方改变了国税工作的思维方式、管理理念、管理模式、 工作机制和资源配置，已经成为国税工作改革创新的重要推动力。本文在较为丰富 的文献基础上，分析了青海省国税系统传统的干部人事档案的特点及现状，探讨了 国税系统干部人事档案现代化管理工作的特点、管理机制所具备的要素、以及国税 系统干部人事档案现代化管理的巨大优势，并系统剖析了青海国税系统干部人事档 案管理存在的问题，提出了推动青海国税系统干部人事档案现代化管理的对策，即： 拓展国税系统人事档案部门现行的管理职能，建立国税干部人事档案管理新机制， 建设高素质的干部人事档案管理队伍。 关键词：青海，国税干部，人事档案，现代化管理 万方数据 II Qinghai State Taxation System of cadres personnel archives modern management study ABSTRACT The Traditional Civil Service personnel files are formed in the human management of state administrative agencies, and are the history focus on the individual units, the account of work experience and moral performance of the Civil Service. Under the planned economy, the Civil Service personnel files provide convenience and help to personnel file management system, and useful to the mobility, employment, promotion of Civil Service. Due to the restrictions of the objective social background, Qinghai National Tax System is still using the traditional methods to manage the Civil Service personnel files, which is severely restricting the information management of Civil Service personnel files. The information is the inevitable requirement of the development of State Tax management. The Golden Tax Project has become an important driving force of the State Tax reform and innovation of management, changing the way of thinking, management philosophy, management mode, working mechanisms and the allocation of resources of the State Tax management. On the basis of rich literature, this paper has made analysis on the characteristics and historical contributions of the traditional Civil Service personnel files, has done researches on the characteristics of the modern management of the Civil Service personnel files,
