The existence of this rule is mainly for establishing international trade which may be foreseen with legal environment and for the economy of freedom. The appearance of transparency principle in the field of international law is the operation characteristic based on international organization. It pays attention to the operation of external standard and legal program. The organization behavior of any international organization will be in sunlight under, preventing rotten and not fair matter. Stemming from modern constitutional government production and fraction of theory and restraining to power in the field of domestic law, right idea roots in the hearts of the people. The administration is transparent, the administration is under the broad daylight. All of this can prevent the corruption from occurring effectively. It is the important content of construction of a clean government. Making a general survey of Chinese and foreign history, open and transparency are always democratic and clean to coexist, but seal and dark is associated with autocracy and corruption. The inherent value of transparency lies in law which may be calculated.
