I 河南省农村养老保险问题及对策研究 摘 要 农村养老保险制度的建立是我国重视民生问题的体现，是我国建立农村小康 社会的必经之路，是实现城乡经济发展和谐的标志，是消除农村贫困和防止农民 返贫的途径。河南省城乡居民社会保障不均衡，各种保障优势明显的向着城市居 民倾斜，而在农村较好的实现农民社会保障事业将会改变这种不均衡现象，有利 于实现社会的和谐稳定和国家的公平正义。在十六大报告中提出：“建立健全同 经济发展水平相适应的社会保障体系，是社会稳定和国家长治久安的重要保证。” 十七大报告中指出要“探索建立农村养老保险制度”。河南省作为中部农业大省， 对河南省农村养老保险制度的研究有助于对全国探索建立农村养老保险制度就 有重要意义。 本文结合时代背景，在前人研究的基础上，综合运用文献研究、比较分析、 问卷调查、分类分析的研究方法进行研究。以事实数据为出发点，体现出河南省 对于新型农村养老保险制度的需求，并在国外社会养老保险制度的有益基础上探 索出适合河南省省情的农村社会养老保险制度，打造出具有河南特色的农村养老 保险制度。 关键词：河南省 农村养老保险 问题 对策 万方数据 II 万方数据 II The problems and countermeasures of Henan Province rural social endowment insurance ABSTRACT Establishing the system of rural pension insurance is the embodiment of great importance to people’s livelihood issues, which not only a necessary way to attain the comparatively well-off society，eliminate the rural poverty and prevent the farmers back into poverty, but also to realize the harmonious symbol between the city and the country. In Henan province, the social insurance between urban and rural residents is very unbalanced and various social security policies is more benefit for urban residents, which leads to many rural residents is very difficulty to enjoy due pension insurance rights. Therefore, realizing social guarantee business will help change the unbalance, but also benefit to achieve social harmony and national justice.
