摘 要 近年来，随着振兴东北老工业基地战略的全面实施，吉林省通过努力改善投资环境， 利用外商直接投资的规模迅速扩大，水平亦不断提高。作为一种特殊的资本，外商直接 投资将资金、技术、管理等多种要素融为一体，逐渐成为推动吉林省经济持续稳定增长 的重要力量。外商直接投资不仅弥补了吉林省经济建设中的资金缺口，增加了就业岗位 和财政收入，而且促进了吉林省产业结构的优化升级。然而，在肯定外商直接投资存在 正外部效应的同时，我们必须承认外商直接投资也对吉林省产业结构调整产生了一些负 面影响。本文从产业结构角度分析了外商直接投资对吉林省经济的影响，并就外商直接 投资的负面影响提出了政策建议，以期对吉林省利用外资和产业结构调整的工作有所帮 助。 在文章结构上，本文首先从国际直接投资与产业结构的相关理论出发，分别阐述了 吉林省产业结构的现状、存在的问题以及吉林省外商直接投资的概况。然后，从正反两 个方面分析了外商直接投资对吉林省产业结构的影响，在此基础上，通过协整关系检验、 格兰杰因果检验等计量经济学方法，从定量角度分析了外商直接投资与吉林省产业结构 变动的相关性以及外商直接投资对三次产业增加值的贡献度。从定量分析的结果来看，’ 一方面存量外商直接投资有助于第一产业比重的降低，从而推动了产业结构的优化升级； 另一方面外商直接投资也在不同程度上影响着各个产业的发展，具体来讲，外商直接投 资有利于第二产业和第三产业增加值的提高，而对第一产业增加值的影响却不是很明显。 最后，根据上述研究结果，本文提出了利用外商直接投资促进吉林省产业结构优化升级 的政策建议，包括优化外商直接投资的产业分布，增强本地企业与外资企业的产业关联， 引导外资的区域投向以及改善投资环境等。 关键词：外商直接投资；产业结构；吉林省 Abstract In recent years，、析t11 the implementation of the strategies for revitalizing North—east Old Industrial Bases，Jilin Province has made great efforts to improve investment environment， the scale and level of Foreign Direct Investment in Jilin Province has expanded and rised more and more．As a special capital，Foreign Direct Investment includes capital，technology， management experience and other factors，it has been a decisive factor in sustainable economic growth of Jilin Province．It not only makes up for fund shortage in Jilin’s economic construction，creates employment opportunities，increases financial revenue，but also promotes optimization and upgrading of industrial structure．However，we do not affirm the existence of Foreign Direct Investment，but also must recognize the Foreign Direct Investment have had some negative impact on the industrial structure adjustment of Jilin．In order to present a lot of helps to the work of Jilin’S Government，this paper analyzes the impact of Foreign Direct Investment on Jilin’S economy from the perspective of industrial structure，and puts forward policy recommendations to seRle the negative impact． Beginning、^，itll the relevant theories of Foreign Direct Investment and industrial structure ad
