Most students are in a lower level of English achievement from the shows of the yearly exam that is held from 2013 to 2015 in 28 towns and countries of Qianxi county The results shows that the passing rate is less than 30% in rural junior high schools but it is more than 45% in cities ,the optimal rate can reach 25% however，it is lower than 15% in rural junior high schools. The writer make some questionnaire surveys on 150 students and 60 teachers, according to careful analysis then find out there are eight causes about the causes of underachievers by the methods of Literature Review、Questionnaire and observation. The causes are most primary school could not open up the English courses、the influence of students` subjective factor、the influence of teachers` factor、the assessment rules of schools、the environment and the knowledge level of each family、the influence of schools` teaching resources and sets、the relationship between environment and the second language learning would influence students` English level. Some useful suggestions and measures are raised to improve the situation. for example，the government should enhance and improve good rules and measures on education、teachers should change the ideas on teaching methods and improve themselves、 changing students` ideas on learning and building a learning atmosphere to parents and children、improving the language environment of the countryside 万方数据 IV with social support.
