ABSTRACT In essence，volunteer service is a service activity for promoting social progress and human development，which is provided by volunteers with disregarding the material rewards in the premise．With the development and progress of our society,the term‘‘volunteer service’’is mentioned by more and more people，and the content conveyed by it and spirit of volunteerism is also growing in popularity as well．Former UN Secretary-General Kofi Annan once said：“The core of volunteerism is the ideals of service and solidarity,and is the faith that common to make this world become a better place．”Now,as a cross—border international activities，volunteer service is gaining widely attention by the governments around the world because its outstanding advantages．and good social benefits． The modem sense of volunteer service began in the 1 980s，and then volunteer service continues to develop and grow under the impetus of the Communist Youth League and other relevant departments．In recent years， involved in different areas of volunteer service is booming in China， various types of voluntary organizations have sprung up，more and more people are enthusiastic to participate in volunteer service activities，and become a member of volunteers．In China，as a noble social practice， volunteer service plays an increasingly important role in the construction of socialist spiritual civilization and has become an important indicator of measuring social harmony and progress． Beijing is one of the most active regions of volunteer service activities in China．After two decades of development，volunteer service projects and fields in Beijing become wider and wider,and it has achieved good social benefits，and it plays a crucial role in promoting the civilization progress and economic and social development of countries and regions．Beijing Olympic Games and Paralympic Games were successfully held in 2008，which has given rise to an upsurge of volunteer service activities．As an opportunity,Beijing launched
