论我国国家公务员制度

论文摘要:国家公务员制度作为国家政治制度和行政制度的一项历史性改革和卓有成效的创举,对于现代国家人事管理、政府管理、乃至社会的发展、进步起着十分重要的作用。中国公务员制度针对传统干部制度的弊端,适应改革开放形势,适应市场经济发展需要,要进一步建立健全选拔任用和管理监督机制。进一步细化分类,完善干部激励机制。适应市场经济的需要,进一步规范公务员与营利性机构关系问题。建立富有激励的报酬制度,建立合理的录用、晋升等各个方面的制度,并在制度上鼓励公务员的团队合作精神。经过近十五年的改革和完善,国家公务员制度在我国己经初步确立。要进一步完善和发展公务员制度,需要在总结经验和教训的基础上吸收国外的先进经验,根据中国有效政府发展的具体需要,考虑中国公务员管理实践所遭遇的种种问题,积极顺应新形势,汝照建设社会主义政治文明的要求,改进和完善现有公务员管理体制,保持公务员队伍的活力。
