本文除导论和结束语外，由三个部分构成。 导论，阐述问题的由来、国内外研究现状及公共就业服务体系研 究的意义，提出了本文的研究思路和研究方法，阐明了本文的篇章结 构。 第一部分，就业服务体系建设的基本依据与责任定位。阐述了公 共就业服务体系相关概念、理论及公共就业服务面临的问题与挑战， 分析和阐述了政府在就业服务体系的责任定位及国外公共就业服务 体系建设经验借鉴。 第二部分，国外就业J{艮务体系建设的经验与启示。阐述了英国、 荷兰、美国、曰本的就业服务体系。国外政府提供就业服务的经验与 启示包括竞争机制与就业服务机构的统一管理，健全的就业服务体系 与灵活的就业机制以及求职者和政府的共同责任。 第三部分，葫芦岛市的就业服务体系及存在问题。阐述了葫芦岛 市就业服务体系建设中存在的问题，从政府监督力度、城乡公共就业 服务、激励机制、就业服务多头管理、就业压力和信息网络建设进行 了总结。 第四部分，改革和完善我国公共就业服务体系建设的对策建议。 该部分从四个方面加以论述：完善公共就业服务相关政策法规；构建 多元化的公共就业服务网络；完善和加强就业服务管理信息系统建 设；构建合理的公共就业服务管理模式。 结束语，总结与归纳全文的研究成果。 TV 关键词： 就业，就业服务体系，社会保障，公共服务 ABSTRACT Public empl oyment service system，as an important institution in modem state，is a carrier for the state to conduct the employment policy and labor market adjustment policies．It plays an important role in the job enlargement．Enhance the government provides basic public service ability，expand employment development strategies and promotes entrepreneurship to create more employment opportunities is an Important strategic deployment for the Party’S Seventeenth Congress to construct service government and improve people’S livelihoods to promote the building of a harmonious society．It’S a higher requirement for the government to strengthen and improve public service function，to improve basic publ ic service supply capacity and to promote social fairness and justice．This paper takes the city Huludao in Liaoning Province for example，on the basis of its employment basic situation and results，puts emphasis on the channels of providing information， vocational training and changes of service process．It involves feasibility analysis on previous laborer spontaneous looking for employment that changes into the government public employment service agencies provide employees employment opportunities actively．It also plays an important role on whom to serve，what to serve，how to serve and serve for whom in V analyzing the government function in improving the employment service system．It provides efficient and good—quality public service
