基层社会治理中的政社关系研究：以太仓市为例 中文摘要 基层社会治理中的政社关系研究：以太仓市为例 中文摘要 创新社会管理体制是中国社会在转型期过程中，必须解决的难题，只有顺利构建 出适应社会经济发展并且满足人们日益增长的物质文化需求的新型社会管理格局，才‘ 能够真正实现公民社会。在国家和地方各级政府的推动下，重构基层政府与基层群众 自治组织之间的关系，成为了创新社会管理体制的焦点。在此过程中，全国各地都涌 现了许多有益的探索。本文以苏少J、|下辖的太仓市“政社互动”试点单位为调查对象， 并向试点单位中的中区和西区社区发放调查问卷，在查阅相关文献资料，并对我国社 会管理体制改革的背景和现状进行梳理后，调查和分析了调查对象在构建新型政府与 社会关系的过程中所采取的具体措施、取得成功的经验、以及面临的困境，提出推进 职权明晰、招募专业人才、完善：立体考核、构建“三社联动”、引导社企联合几个方 面提出一系列解决对策。 关键词：社会管理体制基层政府基层群众自治组织政社关系 作 者：陈欣 指导老师：高峰 英文摘要 基层社会治理中的政社关系研究：以太仓市为例 The study of the relationship between government and communi坶 01 · l ’ n 1 ● ■ l theory：taking Taichang City as an example Abstract In order to realize the civil society of China and create an innovation and social management system，during the transition process of the Chinese community，the only way is to build a new pattern of social management which will be adapt to the social and economic development with respond to the growing material and cultural needs． Reconstructing the relations between the Local Government and grassroots autonomous organizations under the impetus of the national and local levels of government，become the focus of building innovation and social management system．During this process，a lot of useful explorations have been tried in the country．Taken Taicang，Suzhou City’S‘‘political social interaction”as an example for the survey，then issue a questionnaire to the Central District Community and Western District Community of the sample．After refering the relevant literature and considering the China’S social management system background．we investigate and analyze the measures they took，their success of the experience，and the difficulties they faced in the process of building a new government and social relations． Then give some suggestion about promoting the clarity of the duty,recruiting professionals， completing the assessment system，constructing“tri—social interactive system”，promoting the j oint between enterprises and communities Key words：Social management system，Basic g
