摘 要 近年来，生猪价格频繁波动，生猪产业发展受到严重影响，为了促进生猪产 业平稳发展，保障生猪生产者与消费者的合法利益，实现生猪市场的供需均衡， 国家出台了一系列调控政策。四门l作为中国第一生猪大省，在稳定国内生猪市场， 保障国内猪肉供给方面起到了不可替代的作用。在当前的生猪产业发展形势下， 全面了解补贴政策在四川I生猪散养户与规模养殖户中的宣传及落实情况显得很 有必要。 本文选取四川省为研究范围，在实地调查的基础上，根据问卷调查数据以及 面对面访谈资料，全面了解补贴政策在生猪散养户与规模养殖户中的宣传及实施 情况，针对补贴政策在宣传及实施中出现的问题，提出可行的解决方案。同时根 据行为决策理论、生产者行为理论、公共财政理论，进行四川生猪养殖户对补贴 政策的满意度分析，根据政策实施的反馈情况，在生猪补贴政策的制定和实施过 程中进行调节。 经过调查发现，四川I生猪补贴政策在政策的制定、宣传以及实施中都存在一 定的问题，在研究四川生猪补贴政策实施现状的基础上，重点分析散养户与规模 养殖户对现有补贴政策的满意度将会更加符合实际。最后，从生猪散养户和规模 养殖户的不同视角，针对现有补贴政策中的问题及不足之处提出合理的政策建议。 同时帮助生猪养殖农户正确解读目前的生猪补贴政策、合理调整农户自身的养殖 行为、尽量规避养殖风险、树立合理的生猪市场预期。 关键词：生猪补贴政策；散养户；规模养殖户；实施效果 万方数据 The present Situation and Satisfaction of subsidies pigs in 3lCIIUan rroVlnce ?1n■ Yah lijuan(Rural And Regional Development) Directed by Wang Fang Abstract In recent years，as the price of live pig fluctuated frequently,the development of the pig industry is seriously affected．In order to promote the pig industry growth steadily，protect the legal advantage of pork producers and consumers，achieve the equilibration between supplying and demanding market of live pig，a series of regulatory policy has issued．Refer to the production of live pigs，Sichuan Province ranked first in china，it has played an irreplaceable role in stabilizing the pig market and guaranteeing the supply of pork．Under the current situation of development of the live pig industry,it is necessary to understand the subsidy policy on propagating and actualizing between scale farmers and backyard households in Sichuan province． In this paper,we select Sichuan province as the research Scope，on the base of practical survey and according to the data of questionnaire survey and interview,we fully understand the situation of subsidy policy on propagating and actualizing between scale farmers and backyard households．With regard to the issue of subsidy policy on propagating and actualizing，feasible solution put forward．Meanwhile according to behavioral decision theory,theory of producer behavior,public finance th
