摘要 现代化、城市化、市场化和全球化的不断延深揭示了社会发展的总体趋势， 无论是开放的社会系统，还是封闭的社会环境，其影响都是不可回避的。我国是 一个农业大国，农业、农村、农民问题一直是我国社会发展的瓶颈。只有解决好 “三农’’问题，才能实现我国全面建设小康社会的目标，进而实现国家的现代化。 扩大农业对外开放，是加速农业现代化建设的一项战略性措施，也是农业振兴的 重大举措。在中国农业现代化进程中，需要大量的资金投入，其中外资是农业资金 投入的一个重要的来源。所以积极引进利用外资对我国农业的发展至关重要。 本文主要针对新农村建设对农业利用外资的状况进行研究，分别从区域经济 和产业结构等方面为基础，借鉴其他国家利用外资的经验，提出符合中国具体国 情的思路和方式。本文基于农业利用外资的环境因素，结合新农村建设的具体发 展环境对湖北省农业利用外资的情况加以研究，提出新农村建设对农业利用外资 的影响。 本文通过四部分的内容对新农村建设和湖北省农业利用外资进行研究。第一 部分介绍了本文的研究背景、研究目的、研究意义、国内外研究现状、研究内容 和研究方法，并提出了本文的创新点。第二部分在对新农村建设和农业利用外资 进行理论分析的同时，对农业利用外资的环境因素也进行了研究，指出法律、政 策、自然环境、基础设施、农业发展水平、人力资源、服务环境等因素决定农业 利用外资水平，除此以外，提出新农村建设对农业利用外资也有一定程度的影响。 第三部分主要具体到湖北省农业利用外资的现状以及不足进行分析，同时总结国 内外不同地区农业利用外资的成功经验，得出湖北省农业利用外资的启示。第四 部分根据上述的分析，对湖北农业利用外资提出对策建议。 关键词：新农村建设，农业，外商直接投资 Abstract Modernization，urbanization，marketization and globalization continued to reveal the extension of the overall trend of social development．Whether in open social system or closed social environment，their effects are unavoidable．China is a large agricultural country．Agriculture，country and farmers have always been a bottleneck in the development of our society．We have to figure out the issues concerning agriculture，countryside and farmers in order to achieve our goal of building a moderately prosperous society，and then to accomplish national modernization．The expansion of the openness of agriculture is not only a strategic measure of accelerating agdcultural modernization，but also a major measure of vitalizing agriculture．The process of agricultural modernization in China requires substantial capital investment．And foreign direct investment is an important source in agriculture． So the actively introduction of foreign direct investment is significant for the development of China’S agriculture． This paper mainly studied the conditions of the new rural reconstruction toward the agriculture using foreign direct investment．Respectively based on regional economies and industrial structure and SO on，this paper proposed the idea and the way that
