中文摘要 从2004年丌始，中央一号文件连续六次聚焦三农，从中可以看出三农问题 对于整个现代化建设与构建和谐社会的重要意义，同时也意味着在广大的农村地 区还存在着许多问题亟待解决。由于城乡二元体制的存在，农村公共服务与城市 相比，存在着巨大差距，而最熟悉农村现状，与农民关系最为密切的乡镇政府在 职能定位及履行等方面却存在许多问题。本文主要从农村公共服务的重要性与农 村公共服务的供给不足，乡镇政府在农村公共服务供给中的重要性与乡镇政府的 执政水平较低这两对矛盾出发，以期不断完善乡镇政府职能并最终完善农村公共 服务。 本文主要分为五个部分，第一部分为导论，主要是介绍选题目的意义、国内 外研究现状、文献综述，以及相关的概念界定等。第二部分主要是介绍农村公共 服务的重要性和现状，通过这一分析，我们可以看出农村公共服务的供给现状与 其重要性存在着较大差距。第三部分主要介绍乡镇政府的情况，包括理论意义上 的乡镇政府的职能、职能履行现状及存在的问题，从中可以看出乡镇政府在农村 公共服务供给lfl的弱势地位。第lJq部分主要是对造成两对矛盾的原因进行分析， 目的是提fl{完善的建议。第．“I；_：计j分-fl：要是提出一些对策建议。 关键词：农村公共服务乡锁政府职能供给体系 of problems to be resolved in the vast rural areas．As the urban·rural dual system，for public service there is a big gap between the rural and the city．There are still many problems exist in function positioned and policy implementation of the township governments who is the most familiar with current situation of rural and have close relationship with farmers．This article goes from the importance and inadequate supply of rural public services，contradictions of the importance and lower level of the township government in rural public services，to improve the rural public services through adopting a rational positioning of the township government functions． This article is divided into five parts．First part mainly introduces the significance of topic，the research at home and abroad and some related definition of concept，etc．The second is to introduce the importance and the status of rural public services．After the analysis，we can see that there is a big gap between the supply status of public services and its importance．The third part focuses on township government，including the functions of township government on theoretical sense，the supply and the problems of rural public services．From which we can see that the township government is in the disad、，antaged position in the supply of public services． The tburth compartment analysis the reason that causes the contradictory between the two parts．The last parts is to Ibrward some suggestions． K
