摘 要 摘 要 本文运用相关经济学的前沿理论，以周口市中小工业企业发展状况为背景， 理论联系实际，采用规范分析与实证研究相结合，定量和定性分析相结合的研 究方法，通过数据对比，问卷调查，企业经营者访谈等方式，对周口市中小工 业企业成长中存在的问题进行梳理，总结归纳出影响周口市中小工业企业成长 的五大问题，即产品层次低，企业规模小、设备技术装备落后，管理水平低， 项目建设及生产经营流动资金紧缺、产品市场竞争力弱。并从周口市地理环境、 文化背景、企业成长历程、小企业成长规律诸方面分析了上述问题形成的原因， 如周口市地处平原农区，工业起步晚，基础薄弱；依托农产品资源，食品加工、 纺织企业低水平重复建设多；企业自身资本积累不足，外源融资困难，政策扶 持资金少；在产业转移过程中，承接东部经济调整淘汰的设备和技术，产能低， 技术落后；高素质管理技术人才缺乏，研发能力不足，管理体制落后。 在深入分析的基础上，本文提出了促进周口市中小工业企业成长的对策建 议。如提高产品加工的精度和深度、提高高新技术产品比重来优化产品结构， 提升产品档次；采取联合、集聚、依附战略实施企业优势互补，壮大企业规模； 加大人才培训力度，转换企业经营体制，搭建信息化管理服务平台，推行有效 地管理手段提高管理水平；挖掘内部融资能力，提高身资信水平；实施“产学研” 相结合，推进产品技术创新，提高产品核心竞争力。 关键词：中小企业成长对策 Abstract Abstract This paper uses the cutting-edge economic theory related to Zhoukou development of small and medium industrial enterprises with practice，combining standardized analysis and empirical research，quantitative analysis and qualitative analysis in research， using data comparison, survey ， enterprise managers interviewed ere．，inquiring the problems small and medium industrial enterprises of Zhoukou in growing．It summarized five issues which impact of small and medium industrial enterprises in Zhoukou，namely,low—level products，small scale，equipment， backward technology and equipment，low management level，liquidity shortages in project construction and production management，weak competitive power in product market．It analyses from the geography,cultural background，business growth process， law of small business development for these problems，such as the Plain location， industry late start，weak foundation，relying on agricultural resources，food processing， textile industry and low-level duplicated construction；companies’lack of capital accumulation，exogenous financing di伍culties，low policy support costs； in the industrial transfer process，equipment and technology getting from economic adjustment of the East are of low productivity and technological backwardness；there is a lack of RD capability,management system team． Based on in—depth analysis，this paper proposes adv
