加快市场化制度创新 振兴东北老工业基地 吉林大学中国国有经济研究中心 徐传谌 庄慧彬 摘要：“支持东北地区等老工业基地加快调整和改造”，“重铸老工业基地辉煌。 Accelerating Market-oriented Institution Innovation Is the Fundamental Way of Revitalizing the Old Industrial Base of the Northeast XU Chuan-chen, ZHUANG Hui-bin Center for China Public Sector Economy Research , Jilin University , Changchun, Jilin,130012, China Abstract: “Supporting the old industrial base such as the Northeast old industrial base to accelerate adjusting and transforming”, “Rebuilding the resplendence of the old industrial base”, are the great strategic policies that was put forward by our party and government in the direction of the three representatives at new period. This text puts forward that the reform in lagging behind, the changing of institution slowly, the low degree of market-oriented are the main reason why the old industrial base of the Northeast fell behind, which is proved by arguing the important function of market-oriented institution innovation in economic development, comparing the difference of institution changes and the degree of market-oriented with economic development degree between the Northeast and the coastal developed area. We should accelerate the market-oriented process and market-oriented institution innovation to realize the revitalizing of the old industrial base of the Northeast. Key words: marketization, institution innovation, the old industrial base of the northeast “支持东北地区等老工业基地加快调整和改造”，“重铸老工业基地辉煌东北地区明显落后了中国改革开放20多年来取得了令人瞩目的经济绩效，根本原因不仅在于技术创新，更重要的是实行改革所有发达国家的历史都已证明，建立和不断完善市场经济体制是走向现代化的必由之路。对于世界上的大多数国家和地区来说，市场化与经济发展水平之间具有较明显的相互促进关系，市场化程度越高，经济发展速度往往也越快。显然，市场经济制度是在人类长期的历史发展过程中经过自然淘汰不断优化而保留下来的最适合的经济发展道路。地区发展的不平衡，从制度方面讲，就是由于市场化制度创新的程度不同造成的。因此，东北老工业基地落伍的根本原因，应从市场化水平与制度创新方面去寻找。 二、改革滞后，市场化程度低，制度变迁缓慢 是东北老工业基地落伍的主要原因 一般来说，东北地区发展相对滞后的原因可归结为：市场开拓与经济外向程度低、国有经济比重过高、历史负担过重、非国有经济发展缓慢、产业结构不合理等几个方面。但更深层次的原因在于对传统计划经济体制的改革滞后，市场化程度低，制度变迁缓慢，缺乏有效的市场化制度创新。这一结论我们可以从东北地区与东部沿海发达地区在制度变迁、市场化程度及经济发展水平三个方面的比较中得出。 （一）东北老工业基地与沿海发达地区制度变迁的比较 制度是一个地区发展的基础和条件，地区发展的
