工程项目施工过程中质量监督及管理的分析 　　摘 要：政府对建设工程质量阶段监督管理从整体上看，是从建设工程质量形成的先后顺序描述政府对其形成过程的各阶段质量行为和活动结果的监督管理，是以建设工程的实体质量是否形成为界线将其分为施工前的质量监督管理、施工中的质量监督管理和竣工后的质量监督管理三个方面，是实现全面、全过程质量监督管理思想的具体体现。在具体监督过程中自始至终贯穿事前、事中、事后控制监督相结合的思想，把质量投入要素、质量转化过程和质量的过程产出中间产出、最终产出的监督相结合，以投入监督和转化过程监督为重点，保证产出品质量，体现事前主动控制的监督思想，并且着重是对公众和社会可能产生不利影响因素的预控监督和中间监督。 　　关键词：工程项目；施工过程；质量监督与管理 　　Abstract： The stage of supervision and management of the quality of construction projects from the overall point of view， is formed from the quality of construction projects in the order description of the supervision and management of the quality of behavior and results of the activities of the various stages of its formation process based on the quality of the construction of the entity whetherformed for the line will be divided into pre-construction quality supervision and management， construction quality supervision and management and completion of quality supervision and management of the three aspects， to achieve a comprehensive， a concrete manifestation of the whole process of quality supervision and management thinking.
