摘 要“新电改方案”2014年12月获国务院常务会议原则通过，这意味着“啃硬骨头的改革”终于要在2015年正式拉开帷幕，国内电力改革步伐有了前所未有的发展。电力销售是用户与电力系统接触的最前端，电表系统又是电力销售的最基础工程之一。在电力业务快速发展的同时，对基础工程自动控制技术的要求必定不断增长。目前，一般的家用全电子式的电能表，大多只有电量计量电路，不具有电能计量功能，不能分时计量、预付费、定时供电控制，给抄表、控制等带来困难。还基于我国国情，高成本的IC卡收费方式和自动抄表收费方式难以实施应用，国内很多地区用户表抄工作甚至还是人工上门抄表完成的，造成极大的浪费资源。智能电能表的应用，将全面提升供电服务水平。本文根据东莞市某新建小区低压用户情况初步调研分析的基础上，结合近期广东电网低压用户集中抄表系统的建设应用情况，结合现场施工可行性和实际经验，设计出该小区电表集抄系统的施工方案。关键词：智能电表 集抄系统AbstractNew electricity reform program in December 2014 State Council executive meeting passed in principle, which means kenyinggutou reform finally officially kicked off in 2015, the pace of reform of electricity has an unprecedented development.
