摘 要 随着我国经济体制的变革，建设工程程序及工程造价管理体制有了很大的变化，但是在现阶段，我国在建设项目造价管理方面还存在很多问题，投资失控的现象始终存在。市场经济的变化多端，使工程投资的确定与控制变得更为复杂，这就需要建设单位对工程造价的管理始终贯穿于项目全过程。项目实施阶段是实现建设工程价值的主要阶段，也是资金投入最大的阶段。因此，实施阶段的工程造价管理是实施建设工程全过程管理的重点。 本文针对某某饭店改扩建工程项目实施阶段实际情况对项目实施阶段的工程造价进行了研究。论文把相关理论与管理实践相结合，采用系统分析的方法、定性和定量分析相结合的方法，结合项目管理、工程技术、相关法规来研究项目实施阶段造价控制。 本文首先分析了国内外关于工程造价控制管理的研究，以工程造价及项目管理相关理论为基础，分析了某某饭店改扩建工程在工程造价控制方面的现状及出现的问题。并针对这些问题进行剖析及提出解决问题的策略。同时也希望本文所提意见能给建设单位在今后的项目实施过程当中提供一些理论和实用性指导。 关键词　　造价控制，扩建项目，成本管理 Abstract Along with our country economic system transformation，the construction project procedure and the project construction cost management system had the very sweeping change，but in the present stage, our country items of basic construction cost management aspect also has very many problems，the investment out of control phenomenon exists throughout ．Market economy changeable, causes the determination and the control of the project investment becomes more complex， this needs to require the construction unit of the management of project cost to the management of project cost to the project runs through the entire process． Project implementation stage is to realize the value of major construction phase，is also the largest capital investment phase．Implementation phase of the project cost management is the implementation of construction projects focus on the management of the entire process． The author of this paper studied the project implementation phase of the project cost in allusion to the actual situation of implementation stage Phoenix hotel reconstruction project．United the related theory with management practice，this paper adopted the methods of system analysis and the combination of qualitative and quantitative analysis to study cost control of project implementation stage combined with project management，engineering，related laws and regulation． This paper first analyzes the domestic and foreign research on project cost control management，then analyzed the Phoenix hote
