土壤石油污染综合治理研究进展 秦玉广 （山东省淡水水产研究所， 济南 250013） 摘要：文章就土壤石油污染修复综合治理问题，从法律法规、行政管理体制、政策措施、思想观念、污染防治理念、修复治理技术、修复策略等进行了系统论证，并提出土壤石油污染治理需在政府主导下，统筹兼顾、标本兼治、综合治理。 关键词：土壤石油污染；政府主导；综合治理 Comprehensive Control Strategy Study of Soil Petroleum contamination QIN Yu-guang (Shandong Fresh Water Fishery Institute of Provience, Jinan 250013 ) Abstract: This article was focused on the comprehensive control strategy of soil petroleum contamination. In order to gives out a comprehensive exposition, the correlate aspects such as the laws and regulations, the administrative system, the policy and measurement, the idea, the concept of prevention and remediation, the hot question of restoration technology, the recovery strategy etc. were all shed light on and systematically discussed. Even presented that to prevent from oil pollution and to restore the oil-contaminated soil, all factors should be taken into consideration and both the symptoms and root causes should be addressed, what’s more all should be conducted under the guidance of the government. Key words: soil petroleum contamination; guidance of the government; comprehensive control 石油号称“工业的血液”，是重要的战略资源我国石油企业每年约有7万吨落地原油进入土壤[1]，有近10万吨石油污染土壤有待修复 [2]。土壤是一个复杂的陆地生态系统，是人类赖以生存的主要资源之一，是国家最重要的自然资源 [3]。土壤中石油污染物对土壤生态[4]、食品安全[5]、人居环境和人类自身健康都有广泛而持久的危害[6]。除陆域环境外，大连港和渤 海湾漏油致海域污染事件，再一次牵动了人们对环境的关注，也使人们更加认识到环境污染治理绝非单纯技术层面问题。我国土地和矿产资源都归国家所有，各级政府不可避免地成为矿产资源开采和土壤污染修复的双重推手。土壤石油污染治理涉及多个社会层面如思想观 ---------------------------------------------------------------------------------------------------------------------- 作者简介：秦玉广 （1970-)男,助研,从事渔业资源与环境研究（E-mail: qinyuguang888@126.com） 念、法律法规、政策措施、修复技术研究、检验评价等，并牵动各个利益攸关方，需要在各 级政府主导下，整合各种社会资源，统筹兼顾、标本兼治、综合治理。本文以土壤石油污染治理为切入点综合论证，希望也能对其他类型的环境污染综合整治有所助益。 1.积极推动包括石油污染在内的土壤污染防治法律、法规和体制建设 健全的法律法规是实施土壤污染综合治理的先决和保障。土壤污染防治是环境保护三大任务（空气、水、土壤）中最为薄弱的环节。 1.1我国土壤污染防治立法保护有待进一步完善[3, 7] 我国综合性法律法规如《宪法》、《刑法》和专门性法律法规如《土壤环境质量标准》、等都对土壤污染进行了相关法律界定与解读。但界定目标主要围绕土地权属、管理、规划和利用， 对污染防治和环境保护仅能提供点源上的法律支持，无力应对大面积的土壤质量下降和土壤退化问题 ，且对于石油污染涉及更少。伴随着我国经济
