(The 24th IPMA World Congress, Nov, 2010, Istanbul) The Application of Design Structure Matrix in Project Portfolio Management Scheduling Sijun BAI (Professor, Northwestern Polytechnical University (NPU), Xi’an, P.R.China) Suike LI (Student, Northwestern Polytechnical University (NPU), Xi’an, P.R.China) Abstract In the environment of the enterprise project portfolio management, from the perspective of enterprise resources, each resource may be faced with several different demands of the projects, and from the perspective of homework assignments, an assignment is constrained by other assignments information inside the project and the project external resources. To improve the enterprise resource utilization and shorten the cycle of the whole project portfolio, this paper considers synthetically the two constraint relation to determine the order of these assignments. Through the design structure matrix (DSM) considering these two kinds of constraint relation of the assignment, the project portfolio information, resource utilization information, and the constraint relation of information and resource in these assignments are fully reflected in such a single matrix, to make project portfolio management schedule more rational and operability. Introduction In the increasingly fierce competition of the market environment, many enterprises will plan and implement project portfolio management to achieve their strategic objectives and improve their competitiveness.and maintain their competitiveness. There will be multiple projects that need to be completed in the enterprise project portfolio at the same time, and these projects need the same kind of (or several) resources. At this time, the project schedule arrangements are restricted not only by the internal relationship between the activities
