In the West, it has been developed maturely, but it developed relative lately in China. Capital structure not only affects the total cost of capital and corporate value and corporate behavior characteristics, but also impacts the corporate governance structure, thus affects the sustainable development of the electric power business. Reasonable capital structure, will help to standardize enterprise’s behavior and improve corporate value, and then affect an industry or even a country or regions overall economic growth and stability. Power plants as a basic industry, its service nearly face all production and consumption sectors, is the common needs of total national economic activity. This paper reviews the theory of capital structure typical of the West, and combined with the listed
