Request for Qualifications Texas Environmental Research Consortium Air Quality, Modeling and Science April 7, 2003 GTRI/HARC is sponsoring an open request for qualifications (RFQ) to select organizations with technical expertise to conduct air quality research particularly related to the Texas State Implementation Plan (SIP). This RFQ describes the areas of expertise and the information required from the responding organization to be considered for selection to provide the needed scientific services including air quality studies, analyses, data management, and document preparation. Completed responses to this RFQ are due by May 23, 2003. GTRI/HARC intends to select a sufficient number of organizations and individuals to meet its research objectives. Selection of organizations and individuals to participate in the air quality program will be based on an assessment of the prospective teams experience and demonstrated capabilities. GENERAL INFORMATION About GTRI/HARC The Houston Advanced Research Center (HARC) is a 501(c)(3) non-profit organization located in The Woodlands, Texas. HARC houses the Geotechnology Research Institute (GTRI), created in 1985 by an act of the Texas Legislature as a state entity. HARC was created in 1982 as a university affiliated organization focused on applied research and technology. HARC is the research management organization (RMO) for the coordination and management of an independent, science-based process for implementing ozone science and air modeling research. HARC serves as the RMO as part of an agreement with the Texas Environmental Research Consortium (TERC), a private, non-profit organized in Houston. Funding for this research is provided from the Coastal Impact Assistance Program (CIAP) received by the State of Texas and Harris County from the U.S. Department of Commerce.
