Introduction A. Intent: These regulations are an outgrowth of the need to expand upon the limited scope of the previous regulations and respond to growing safety, environmental concerns or the impact of light pollution on sleeping and health. The goal of these regulations is to set limits on the intensity, glare and light trespass of all outdoor lighting and to provide performance standards and guidelines that will guide safe, environmentally sensitive and attractive lighting. More specifically, the lighting regulations will: Expand upon the existing regulations in the Rules and Regulations for the Landscaping of Parking Areas. Respond to Public Works criteria stating that to ensure safety on the public rights-of-way the average light levels from private property should not exceed three (3) times the average light levels of the street Secure the safety and health of the citizens of Denver by addressing light as one of many tools that foster a safe enviro
