世界体系、中美关系和中国的战略考量（上）世纪如年代初冷战结束以来，中美关系已经走过了从“倒退”到“稳定”，再从“稳定“到“倒退”的循坏。这就是所谓的“中美关系坏不到哪里去，也好不到哪里去”主流说法的来源。但必须清醒地看到，每次“倒退”都是美国方面采取新的进攻性政策动议或政策的结果。“稳定”并不是说两国之间找到了更多的共同利益，而只是把冲突暂时压制或者往后拖。中国应当怎么办?等待主义不是上策。冷战结束已十多年，现在也应当是严肃反思中美关系、中国在世界政治中的角色的时候了。中国要进行战略调整，就不能象从前那样光对美国的中国政策作被动的反应，或者说是摆脱眼前的危机达到两国关系的稳定化。这样的反应都会是救火式的，不会导向宏观战略的形成。战略的形成要跳出对具体事件的反应，要从更具根本性的问题人手。而正确认识中美关系的本质是进行战略调整的关键。本文是笔者对目前中国的国际环境和中美关系的一些思考，希望为关怀中国的国际关系的人们提供一种参考。限于篇幅，本文省略了大量的文献引述和对一些理论的繁琐的论述。一．世界体系和美国新战略．世界体系的扩张性和国际关系的本质 As can be seen, bus number of deaths and injuries that occurred was rail transit (RRT) of 1.7 times, number of motor vehicle deaths and injuries is 1.9 times.
