天津市融资租赁发展存在问题与对策研究 ?Study on the problems and Countermeasures of the development of financial leasing in Tianjin 专 业： 2012财务管理（双学位） 姓 名： 指 导 教 师： 申请学位级别： 学 士 论文提交日期： 2016年5月30日 学位授予单位： 天津科技大学  摘 要 随着世界经济的发展，融资租赁业作为一个新型产业在经济发展中的作用越来越大。天津市作为全国北方经济重要的一环，发展融资租赁行业是必不可少的重要环节，但在其行业发展中存在着许多问题，那么解决这些问题，保证融资租赁行业的健康发展成为经济工作的重中之重。 本文从融资租赁的基本概念入手，首先分析了融资租赁行业的 功能和作用，融资租赁对天津市主要有四大功能，分别是融资功能，产品促销功能，投资功能和资产管理功能。其次重点分析了现阶段天津市融资租赁行业发展过程中存在的问题，虽然在现阶段融资租赁行业在天津市发展的比较迅速，但是由于国家政策，法律环境，行业自身环境的限制，不可避免的会出现一系列问题。这些问题表现在融资租赁法制环境差，机构资信低，行业人才匮乏，以及市场开拓能力差。以及这些问题存在的原因，这些问题出现的原因主要有法律制度不健全，管理部门监管不到位，行业没有统一的标准，人才选拔制度存在一定的问题。最后结合现阶段天津市的实际情况和国家队融资租赁行业的政策，从政府部门，法律健全，行业自身监管自律，改革人才选拔制度等多方卖弄/全方位地提出来一些建议和对策。 关键词：融资 促销 投资 体制  ABSTRACT With the development of the world economy, financial leasing industry as a new industry in the economic development of the role of more and more large. Tianjin as the important part of national economy of the north, the financing leasing industry development is essential, but in the development of the industry exists many problems, then solve the these problems, to ensure the healthy development of financial leasing industry become the most important economic work. This paper firstly analyzes the function and role of the financial leasing industry, financing lease to the city of Tianjin mainly four functions, respectively is the financing function, the function of product promotion, investment and asset management functions from the basic concept of financing lease. Second, the paper analyzed the problems existing at the present stage of Tianjin city financing leasing industry in the development process, although in stage financing leasing industry in Tianjin development rapidly, but as a result of state policy, legal environment, industry of its own environmental constraints, inevitably will appear a series of problems. These problems are reflected in the financial leasi
