宁波人力资源服务业混合所有制经济探索与实践 　　[摘 要] 面对当前经济发展新常态，发展混合所有制人力资源服务经济，打造本土化人力资源服务全产业链平台，是当前推动人力资源服务业转型发展的必然选择。近年来，宁波人力资源服务业获得了长足发展，市场主体数量快速增加，服务业态日趋多元，产业规模不断扩大，较好地满足了经济社会发展对人才保障的需求，但缺乏高端服务产品链，服务产品同质化现象严重，盈利模式单一，也成为制约市场进一步发展壮大的重要因素。宁波市人才服务中心在此过程中认识到，要实现混合所有制下推动人力资源服务业的发展，关键要实现混合所有制经济下产权体制转型，管理体制转型，监控机制转型三位一体的三重转型，以此力争走出一条符合宁波产业发展需求的高端人力资源服务市场化发展之路。 　　[关键词] 宁波市；人力资源服务业；混合所有制；发展思路；经验启示 　　[中图分类号] F640 [文献标识码] A 　　Abstract： In the face of current economic development of new normal， the development of mixed ownership of human resources service economy and the establishment of a localized whole industry chain platform for human resource services is the inevitable choice for promoting the human resource service industry restructuring and development now. In recent years， the human resource service industry in Ningbo has achieved considerable development. The number of market main players has increased rapidly. Business types in the industry are becoming more diversified. The industrial scale is continually expanding. And the talent supply has met the needs of economic and social development. However， there is a lack of service chain of high-end products. The homogenization phenomenon of service products is serious. The profit model is single. These have become the most important factors restricting the growth of the market. Ningbo City Talent Service Center in the process is aware that to promote the development of human resource service industry under the context of mixed ownership， the key conditions include achieving the transformation of the property right system， management system， and monitoring mechanism.
