Rules and Regulations, Standards and Guidelines Governing The Offshore Drilling Industry in Norway and UK Waters Executive Summary The ‘scope of work’ requested by Jamstec through JDC was to provide a List of Rules and Regulations, Standards and Guidelines that govern the Offshore Drilling Activity for Norway and the United Kingdom Waters. This document lists the various legislation, rules and regulations and guidelines that govern drilling activity in both Norwegian and United Kingdom waters. Please note that the rules and regulations referenced in this paper cover drilling operations where the purpose of the drilling operation is for the exploitation or exploration of hydrocarbons (minerals) offshore. The primary agencies that are responsible for offshore activities in the United Kingdom and Norway have been identified in the separate sections titled United Kingdom Waters and Norwegian Waters. The paper provides details on how to contact the various agencies through web sites, telephone numbers, email addresses and physical addresses. Recommendations by CAD Engineering Services Ocean Drilling in the 21st Century (OD21) is a program whose mission is geological investigation through deep ocean coring worldwide. In a telephone discussion with a United Kingdom Health and Safety Executive official (Robert Paterson), the following comment was recorded: “ I can confirm that if the drill ship in question is not intended to be used as a structure for the exploitation, or exploration with a view to exploitation, of mineral resources by a well, then UK Health and Safety Legislation will not apply”. OD21 needs to confirm with the Norwegian Petroleum Directorate (NPD) if the same is true for operating in Norwegian waters.
