Surface water fluxes and storage have a direct impact on human affairs and are key variables in the interconnected climate and hydrologic systems. It has been demonstrated that changes in river discharge can be monitored by well-calibrated microwave radiance observations, especially at favorable measurement sites where the rise and fall of river level is accompanied by significant water area changes [3-6]. Monitoring of surface water since the launch of NASAs MODIS sensors has also provided the locations of over 2500 specific river measurement sites, distributed globally [6, 7], wher
