第七章 战略管理 一、导言 战略通过可指导战略行为的计划、策略、典范、立场和洞察力,来造就组织的热点、连贯性和目标。——纳特和贝克沃夫 二、私营部门的战略 1、海克斯和马吉鲁夫关于战略计划的观点 他们认为战略计划分为三种形式: (1)企业战略计划:包括企业任务、环境监测和目标 (2)公司战略计划 (3)战略管理:包括计划、管理和组织结构之间的整合以及组织对自身“组织文化”的关注 The first kind of strategic planning is business strategic planning; The second form of strategic planning is corporate strategic planning; The third form of strategic planning is strategic management. The mission of the business includes a clear definition of current and expected business scope, products, markets and expectation over a period of a few years. The environmental scan involves the detailed assessment of the organization’s internal strengths, weakness, opportunities and threats. Objectives are more specific aims resulting from the mission and environmental scan. There are two main points on strategic management: First, there needs to be greater integration between planning, management control and the organizational structure; greater integration between the communication and information system; and with the motivational and reward systems. Secondly, the organization needs to pay attention to its ‘culture’. 三、公共部门的战略 战略管理更加适用公共部门的需要。 Olsen and Eadie: Strategic planning is a disciplined effort to produce fundamental decisions shaping the nature and direction of governmental activities, within constitutional bounds. This definition stresses three points: First, strategic decisions are ‘fundamental decisions’; Secondly, strategic decisions are specified as decisions which affect ‘the nature and direction of activities’ and the whole future of the organization; Thirdly, there are limits to the scope of strategic planning of political and constitutional kind, which is an immediate difference from the private sector.
