ECC(16)043 Rev241stECC MeetingGhent, 1st – 4th March 2016Date issued:4thMarch 2016Source: ECC ChairmanSubject:Minutes of the41stECC MeetingGroup membership required to read?NThe 41stmeeting of the Electronic Communications Committee (ECC) was held in the city of Ghent, Belgium,at the kind invitation of the Belgian Institute for postal services and telecommunications (BIPT).Opening of the meetingThe ECC Chairman, Mr Eric Fournier (F), opened the meeting and welcomed the participants.The Chairman gave the floor to Mr. Jack Hamande, chairman of the BIPT council, who welcomed the delegates to Ghent.Mr Hamandeemphasized the key role of CEPT in managing scarce resources like spectrum and in providing the technical expertise to the European commission. He described the challenges that BIPT has to face and the new spectrum requirements for 5G, for the Internet of Everything or for WiFi to respond to the fast development of new technology and applications. He hoped that the delegates will have some spare time to visit Ghent in spite of the crowded agenda and wished all delegates a successful meeting. Mr Fournier thanked Mr Hamande for his kind words and for the invitation in Ghent and noted that this meeting willeffectively provide the opportunity to address many of the challenges he listed.The meeting was attended by 83 delegates representing 32 Administrations, the European Commission, the Office and 17 observers. The list of output documents is given in Annex 01Adoption of the Agenda, Schedule of workThe Chairman informed the meeting about the last update of the draft agenda. The meeting adopted the agenda as given in Annex 03.Appointment of ECC Chairman and CPG ChairmanMr Sergey Pastukh, Vice Chairman of ECC, conducted the election for the chairmanship of ECC and CPG.Mr Eric Fournier was the only one candidate for the ECC chairmanship.
