Trust Fund for Statistical Capacity Building Report of the Third Meeting of the Consultative Group OECD, Paris October 16, 2002 Background The third meeting of the Consultative Group (CG) of the World Bank’s Trust Fund for Statistical Capacity Building (TFSCB) was held at OECD in Paris on Wednesday October 16, 2002. The meeting was held jointly with a PARIS21 donors meeting, for which a separate report is being prepared. The discussions on TFSCB were chaired by Ms. Shaida Badiee, Director of the Development Data Group of the World Bank and the list of members attending is set out in Attachment One. The agenda for the meeting is provided in Attachment Two. TFSCB was established in 2000 and previous CG meetings have taken place in Washington DC on October 31, 2000 and in Paris on October 2, 2001. This meeting reviewed the second year of operations of the Trust Fund. The Consultative Group is the highest decision making body of the Trust Fund and includes representatives of the contributing donors, the international agencies active in statistical capacity building and the PARIS21 Secretariat. Other TFSCB structures include an Advisory Panel that reviews operations and advises the CG, the Internal Management Committee that makes decisions about each project proposal and the Management Unit that looks after the day to day operations. Review of Operations from October 2001 to September 2002 Presentations The annual report from the Internal Management Committee was presented by the Chairman, Misha Belkindas. The second year of operations has continued to be a successful period in terms of the number of new projects that were approved and in meeting demand from countries for investment in statistical capacity. In the eleven months from November 1, 2001, a total of 15 new statistical capacity building projects were approved, representing a total investment of $7.1 million, of which $4.8 million, or 65 per cent, was provided from the Trust Fund.
