It must be linked to a main clause with a subordinating conjunction (such as because, although,or if) or a relative pronoun (such as which,who,or that), therefore, if you begin a clause with a subordinating conjunction or relative pronoun and then end it with a period or semi-colon before connecting it to a main clause, you have produced a fragment, not a sentence.
