学生课业负担过重问题的新探索 摘 要：中小学生课业负担过重是长期以来困扰我国基础教育的顽症，是社会各界、人民群众十分关注的问题。学习时间过长、家庭作业过多、休息时间不足、书包越背越重等负担过重的情况，存在于很多地方，有的地方甚至还因学生课业负担过重而屡屡出现一些极端的情况。有效减轻学生过重的课业负担是提高民族整体素质，使青少年健康成长的需要；是提高人才的创新精神和实践能力，增强我国国际竞争能力的需要。那么，在当前全面实施素质教育的形势下，我们应采用哪些对策，有效地减轻学生过重的课业负担，以保障素质教育的顺利实施呢？近年来，党中央、国务院多次要求采取措施加以解决，十七大明确提出了“大力实施素质教育，减轻中小学生课业负担，提高学生综合素质”的要求。但是中小学课业负担过重问题仍然比较严重，甚至愈演愈烈，成为困扰基础教育阶段全面实施素质教育的重要问题。能否有效的处理中小学课业负担过重的问题，决定着教育改革的能否顺利进行，教育可持续发展能否顺利进行，影响到国家长期的人才培养战略。因此，必须切实加以解决。 关键词：教育的价值观；教育评价机制；课程改革 Abstract:The problem about students’lesson overload that is a trouble of our country’s basic education for a long time.That has currently become a hot social issue.for example:too long learning time,too much homework and shortage resting time that arising many places.even some extreme cases appear repeatedly in some places. lightening the students’ load that is a require of increasing national quality and make the teenagers grow up healthy. It’s necessary for cultivating the innovation spirit and the practice ability to strengthen our country’s international competition.Now we are in the situation of actualizing full-scale quality education,how should we do to deal with the problem that lightening the students’ load to ensure the successful actualization of quality education?Over the years,our government asks to take effective measures to solve them many times.The 17th Congress puts forward clearly:“Actualizing quality education energetically, lightening the students’lesson load and increasing student’s comprehensive ability.”However,the problem of teenagers’lesson overload is still serious,even becomes increasingly intense that has been a trouble of actualizing full-scale quality education.Whether solve this problem in effect.It determines that the security of the educational reform, the sustainable development of education and a long run training of talented people of our country.So it must be solved.
