中小企业融资问题解决及国际借鉴综述.doc

摘 要 中小企业融资难是世界各国都面临的一个比较普遍的问题，即便是在金融资源丰富的发达国家，虽然其支持中小企业的政策体系比较齐全，中小企业融资难的情况依然在一定程度上存在。据英国小企业联盟2002年的一份调查显示，只有46％的小企业对“银行支持“感到满意，35％的小企业对“银行贷款的可得性“感到满意，而对“信贷成本“表示满意的小企业只有13％，对利率满意的小企业只有7％；中小企业的融资条件明显劣于大型企业是不言而喻的。改革开放以来，我国的中小企业发展很快，在整个国民经济中发挥着越来越重要的作用，为我国的经济增长做出了极大的贡献。现在，我国中小企业占全部企业数的99%，工业总产值和利税分别占60%和40%，每年出口创汇占60%，提供了75%的城镇就业机会。但近些年来由于企业竞争的激烈，使许多企业面临较大的困难，影响和制约中小企业进一步发展的因素很多，其中主要的就是中小企业融资难的问题，我们必须解决这些问题，多给中小企业融资创造条件，促使它们在未来发挥更重要的作用。 关键词：中小企业；融资现状；融资条件；问题；对策  Abstract The small and medium-sized enterprise finances difficultly is a quite universal question which the various countries all faces, even if is in the financial resources rich developed country, although it supports the small and medium-sized enterprise the policy system quite to be complete, the small and medium-sized enterprise finances the difficult situation still to a certain extent to exist.According to the English Small business alliance a 2002 investigation demonstrated, only then 46% small business are satisfied to “the bank support “, 35% small business “may result in the nature to the bank loan “to be satisfied, but expresses the satisfactory small business to “the credit cost “only then 13%, to interest rate satisfaction small business only then 7%; The small and medium-sized enterprise financing condition is inferior to the major industry is obviously self-evident.Since the reform and open policy, our countrys small and medium-sized enterprise development has been very quick, is playing the more and more vital role in the entire national economy, has made the enormous contribution for our countrys economical growth.Now, Our country Small and medium-sized enterprise occupies the complete number of enterprises established 99%, the gross value of industrial output and the profits and taxes account for 60% separately and 40%, the earn foreign exchange through export accounts for 60% every year, has provided 75% cities employment opportunity.But recent year as a result of the enterprise competi
