前 言 为了推动厦门市新兴产业的发展，促进业界的交流与合作，我们编印了本招商指南（中、英文版），希望能成为各界朋友来厦投资创业和交流合作的重要参考手册。厦门经济特区成立以来，电子信息、机械、化工这三大支柱产业的快速发展，带动了工业经济高速而稳步的增长，2003年的全市工业总产值达到1394.19亿元。今年上半年，仅规模以上工业总产值已达到780.88亿元，比上年同期增长29.1%。厦门市政府为了加快工业发展步伐，培植新的经济增长点，保持可持续发展态势，制定了“加快海湾型城市建设实施纲要”，以海湾型城市构架为依托，发挥经济特区中心城市龙头作用，增创海峡西岸经济区建设优势，明确提出在电子信息、机械、化工这三大支柱产业的基础上，进一步培育和发展光电子、生物与新医药、软件、科学仪器仪表等新兴产业。 我们将致力于创造良好的政策和服务环境，实施“大科技”、“科技转化为生产力”、“项目带动”三个战略，使新兴产业更好地发挥对经济发展的支撑和带动作用，吸引一批跨国公司及国内大中型企业集团来厦投资创业，设立生产基地和研发中心，引进一批国内外优秀人才到厦门来创业或工作，不断增加厦门经济结构中的高新技术产业比重，提高企业的技术创新能力和成果转化能力。 21世纪是一个知识经济时代，我们热忱欢迎海内外朋友来厦门合作与发展，携手站在高技术新兴产业的前沿，共创伟业。 厦门市科学技术局 厦门市新兴产业办公室 二○○四年八月 Preface We publish this Investment Guidance (in both Chinese and English) with a hope to provide an important and reliable reference for those who are going to invest or seek cooperation in Xiamen so that our rising industries could be boosted and the city will see more communication and cooperation. Since the establishment of Xiamen Special Economic Zone, the three major industries (electronic information, mechanism and chemistry) have been developing rapidly to pull steadily and quickly the increase of the whole municipal industrial economy. In 2003, the gross industrial output value of Xiamen amounted to 139.42 billion RMB. During the first half of this year, the gross output value of enterprises above designated size industries reached 78.09 billion RMB, up by 29.1% from the same period of last year. In order to accelerate the industrial development, find new economic growth drives and maintain the retainable development, Xiamen Municipal Government mapped the Implementation Outline of Accelerating the Construction of A Bay City. In the Outline, it is clearly stated that rising industries such as optoelectronics, biology new medicine, software, scientific instrument meters will be given more opportunities to develop while electronic information, mechanism and chemistry remain to be major industries.
