Taking this opportunity , the work of improving the civil service system has also been put on the agenda. in which perfection of civil servants exiting mechanism is classified as top priority. The Civil servants exiting is difficult for comprehensive reasons , there are not only inherent deficiencies in the system, but also external factors.
