Countermeasures of the New Problems of the Construction of Affordable Housing in Beijing 北京市保障房建设模式的新问题及对策探讨 文/周榕 ZHOU Rong 摘要: 近几年北京市在保障房的大规模建设中出现了一些新情况和新问题，例如我市为缓解保障房建设 压力，鼓励多主体建设保障房，除了市、区政府建设和收购外，还鼓励企业利用自高用地、 严业园区 内建设保障房、利用集体建设用地进行租赁房建设试点等。但目前对这几种建设方式存在的问题及政 策支撑均缺乏一定的研究。笔者通过典型案例调研，总结当前我市保障房规划建设在规划编制和管理 机制中存在的新问题，探索针对典型问题的政策建议及完善规划选址程序及机制等相关工作建议， 为 推动未来五年全市政策性住房的健康有序建设i挂一步奠定规划基础。 024 关键词: 保障房、企业自高用地、产业园区、集体用地、政策 Abstract: In recent years, a lot of new situations and problems have surfaced in the large-scale developments of the social housing projects in Beijing. For example, to relieve the pressure on social housing projects, the government has encouraged multi-agents to be involved in the development and construction of these housing projects; in addition to the involvement in the construction and acquisition, the municipal and district governments also support enterprises to provide affordable housing within their own industry parks, and set up pilot rental housing projects on the collective construction lands. However, all the above strategies have their drawbacks and the policies to support these measures need to be carefully studied. The author of this article, through the study of some typical cases, summarizes the new problems in the planning and management mechanisms during the planning and construction procedures of social housing projects, makes thoughtful recommendations to remediate the typical problems and to improve the mechanisms of planning, site se怡ction and related work, therefore lays the basis for the healthy and orderly development of the city s∞ial housing projects for the next five years.
