However , as a new type of resources discovered lately , there exists no intemational rules to regulate their legal auributes. There are two to- tally different claims in the intemational community based on different interests of States. This paper , begins with cuπent States disputes , analyses the history and connotation of the two principles , namely freedom of the high seas and the common heritage of mankind , as well as legal auributes of living resources in intemational seabed area in light of their own character- istics. Further , some advices for exploitation of the resources are provided to help China gain its position in the race for living resources in intemational seabed area.
