As the leader of tier 3 rural health care network , township hos- pital not only benefited the township residents by implementing the whole medical service capacity , but also played key leading role for tier 2 rural health care , while t he construction of key subjects and special subjects in township hos- pitals was the focal point for the process of promoting service capacity. Based on this , as the important measure of medical reform , Heilongjiang s pioneering initiative fo r implementing provincial expert-support subject construction for township hospitals made a prospective and steady pace in national medical reform with its innovation , science and sus- tainability. In prospective futu陀， rura l residents in Longjiang would receive bigger benefits. Combined with practice ex- perience , the thoughts and suggestions were proposed.
