Public Forum (PF) debates are exciting and designed to be accessible to an intelligent high school student or an informed citizen. The first Public Forum debates began in 2002, known as “controversy” or “Ted Turner” debate. Public Forum was created so that there would be an event more accessible to the general public than Cross-Examination debate (and, to a lesser extent, Lincoln-Douglas debate), which had seen a significant rise in the use of jargon, rapid rate of delivery, and difficult to understand arguments. The NHSDLCs Public Forum is exactly the same as its American counterpart, except for one difference: the NHSDLC allots one additional minute for constructive speeches in order to allow teams to offer more developed reasons to prefer their side of the resolution. Public Forum Debate pits two teams comprised of two people against each other. These teams advocate that the resolution, or topic, is either true or false. Each side is called “pro” or “con”, also known as“affirmative” or“negative”. While it is not absolutely guaranteed that teams will have to debate both sides, it is extremely likely that such will happen.
