She first implements the regional carbon emissions trading system, and adopts direct investment, financial support, and increases human resources and ’ other measures to promote the strategy of energy technology plan, thus effectively promotes the EU s low-carbon technology innovation and wider application, significantly increases international competitiveness in low-carbon ’ economy. The successful experience of EU on transition to a low carbon economy is useful for China s development of low carbon economy, especially for some provinces to establish the regional carbon emissions trading system.
