3.1 Organization, Resources and Documents To achieve the HSE objectives and be in line with HSE policies, all levels of drilling project management should participate actively in the HSE management. HSE function should be established or dedicated persons designated. The project HSE administrative organization includes two levels: project HSE committee and rig HSE team, the rig HSE team reports to the project HSE committee. Project HSE Committee: Leader: Subsidiary/ Project manager (i.e. project manager) Vice leader: Deputy subsidiary / project manager (i.e. deputy project manager) Members: HSE manager/superintendent , Engineering manager/superintendent, Purchasing manager/superintendent, Finance manager/superintendent, Administration manager/superintendent, etc . The project HSE committee shall: Implement SINOPEC SERVICE HSE MS and satisfy requirements from client. Draft project HSE program, and monitor the implementation of the program. Perform HSE inspection and hazard identification; follow the rig site on taking risk reduction measures.
